Observatory researcher Pol Bargués (CIDOB) published an article in The International Spectator with three co-authors from Maastricht University: Assem Dandashly, Hylke Dijkstra and Gergana Noutcheva. The article, titled “Enlargement against All Odds? Navigating Member States’ Contestation of EU Policy on Kosovo”, provides an analysis of how EU Member States’ disagreements impede EU conflict management efforts, such as in the case of Kosovo-Serbia, and how the EU mitigates such contestation through institutional, technical and diplomatic solutions, as well as by implementing constructively ambiguous language.
