Abstract: This article contributes to the debate on the influence of international institutions on domestic policy by showing that multilateral pressure influences the European Union’s (EU) Common Agricultural Policy (CAP) even when negotiations at the World Trade Organization (WTO) are in stalemate. This insight challenges existing research. A review of the literature on the determinants of CAP reveals that while multilateral pressure has impacted this policy reforms since the 1990s, it was considered irrelevant in the CAP revision done while the Doha Development Round was in stalemate in the early 2010s. We argue, however, that the concession by the EU at the WTO Ministerial in Nairobi in December 2015, where it agreed to remove export subsidies to agricultural products, evidences that the 2013 revision, which allowed for the Nairobi concessions, was influenced by multilateral pressure. Even when multilateral negotiations are in stalemate, CAP is designed so as to take into account multilateral decisions.
