Esther Barbé analyzes the 2016 EU Global Security Strategy at ‘Revista General de Derecho Europeo’

Esther Barbé (IBEI-UAB) has published an article in the October edition of Revista General de Derecho Europeo (General Journal of European Law). Barbé discusses and reflects on Global Strategy for the European Union’s foreign and security policy, titled ‘Shared Vision, Common Action: A Stronger Europe’ and launched in June 2016 by the High Representative of the European Union for Foreign Affairs and Security Policy and Vice-President of the European Commission Federica Mogherini.

In the article, titled ‘La Estrategia Global de la Unión Europea: el camino del medio’ (The EU Global Strategy: The Middle Path), Barbé compares the 2016 strategy with the 2003 European Security Strategy, underlining the different contexts in which they were written. The world has become more ‘connected, contested and complex’, as a 2015 report suggests.Therefore, the EU has reformulated in the last Strategy its identity in the international context. Barbé argues that Mogherini Strategy becomes more possibilist, aiming at recovering its internal and external credibility and adapting to the current adverse world.
